10 Joules is the maximum impact energy (measured 4 meters from the barrel) a projectile may have for an air weapon to be classified as license-free. For semi-automatic weapons, 3 Joules apply. The impact energy depends on the weight of the projectile and its speed. This is why a 4.5mm bullet travels faster than a 5.5mm caliber projectile, even though the impact energy is the same.
